How dissimilar can an image be from the album cover it's supposed to represent?
If the image contains all of the objects in the album cover but different palette and structure, would it be acceptable?
What combinations of palette, structure and objects shown are acceptable?
Suppose that a drawing of the album cover is within the image but not all of the image itself, is this acceptable?
How much of the image must be drawn for it to be acceptable?

I think it is up to the drawer's discretion, but at least make it somewhat guessable.

Basically, it just has to be guessable by a reasonably intelligent person who has seen the original album cover. However, I would probably remove albums that are utterly abstract and don't resemble the original at all.
If a drawing were just a zoomed-in portion of the album art, I would probably remove that too.
